Future-proofing the Belgian roadway grid with inteliLIGHT

For Belgium’s extensive network of roadways and highways, brighter and safer days lie ahead. In a landmark infrastructure modernization project, grid operator Fluvius is partnering with Lightwell, Itron and Flashnet to transform Belgium’s massive, energy-hungry highway network. This initiative upgrades the roadway network from static, energy-intensive lighting to a dynamic, smart system that optimizes both safety and sustainability.

One of the primary objectives of the project was to modernize the roadway lighting grid without creating dependency on a proprietary ecosystem. Interoperability was therefore essential, allowing Fluvius to manage hundreds of thousands of assets through a unified third-party platform.

The location and context

Belgium has a unique status in the history of public lighting; its highway network is so extensively illuminated that it has famously been described as “visible from space.” This legacy dates back decades, driven by a philosophy of maximum safety and visibility for drivers. However, in an era of urgent climate action and rising energy costs, keeping thousands of kilometers of highways fully lit at full power is no longer sustainable.

In 2016, street lighting across Belgium consumed more than 700 million kWh annually, with roadway and highway lighting accounting for a substantial portion of this total. These installations traditionally relied on conventional sodium lamps and static operation, offering limited visibility into failures, no adaptive control and high maintenance costs. At the same time, Belgium faces strong societal and regulatory pressure to reduce CO₂ emissions, improve road safety and modernize critical infrastructure.

The Flemish grid operator, Fluvius, started a journey to modernize approximately 400,000 streetlights through a multi-vendor procurement framework. Beyond reducing the carbon footprint and energy use, another primary goal was to improve maintenance operations, replacing manual scouting with real-time grid visibility to maintain Belgium’s high safety standards more efficiently.

The challenge

Managing lighting on highways presents a different set of challenges compared to a dense city center.

  • Linear geography: Highways stretch for hundreds of kilometers, often through remote areas. Traditional RF mesh networks, which rely on “hopping” from pole to pole, can be difficult to maintain over such long distances and require installing and powering expensive gateways.
  • Critical safety: On high-speed roadways, lighting failure is a safety hazard. The operator needs instant awareness of outages to dispatch crews immediately.
  • Interoperability: With a project scope of this magnitude (potentially up to 400,000 controllers for this specific framework), Fluvius could not afford to be locked into a single proprietary system. They required a solution that could integrate multiple vendors into one cohesive management platform.

The solution

To solve the connectivity challenge of linear infrastructure, Fluvius selected a cellular-based approach. Flashnet, in collaboration with Itron, proposed a solution leveraging NB-IoT technology.

Lighting control and monitoring are managed via Itron’s software platform, integrated with Flashnet’s IoT layer. This allows utilities to visualize, monitor and control roadway lighting assets in real time, using map-based interfaces to manage groups, segments and individual luminaires. By using existing cellular towers, the system ensures that even a lone light pole on a remote stretch of highway remains connected and controllable.

The hardware implementation features inteliLIGHT® Zhaga controllers, which are mounted directly onto the luminaires. This “plug-and-play” approach allows for rapid deployment, essential for minimizing lane closures and traffic disruption during installation.

The technical solution

The technical solution leverages the inteliLIGHT® Zhaga luminaire controller, a solution with a global track record of reliability. Engineered for complex roadway environments, the controllers provides advanced edge intelligence and extensive electrical parameter monitoring. Thanks to its certified TALQ integration, inteliLIGHT® ensures plug-and-play connection with third-party software, turning every pole into a data-rich asset for the roadway grid.

To ensure mission-critical reliability on Belgium’s highways, the controller utilizes high-performance cellular NB-IoT technology with an automatic GSM or LTE-M fallback. This dual-layer communication strategy ensures that any functional issues or grid anomalies are reported in real-time, directly improving maintenance efficiency and eliminating the need for reactive troubleshooting.

Flashnet IoT Connectivity platform The IoT platform is integrated with Itron’s software. This is achieved through the TALQ protocol, proving that Flashnet hardware can be easily managed by third-party software.

The deployment

The modernization process is currently underway, moving at a pace designed to limit impact on traffic while maximizing immediate energy returns.

As of January 2026, the project statistics are as follows:

  • Framework potential: Up to 400,000 controllers.
  • Total delivered: Over 35,000 units.

The results

The transformation of Belgium’s roadways with inteliLIGHT® represents a shift from “always on” to “always smart.”

  • Optimized safety: The system allows for remote operations and real-time monitoring. Operators can instantly detect lamp failures or electrical faults, ensuring that dark spots on high-speed roads are addressed immediately, keeping drivers safe.
  • Energy efficiency: By transitioning from sodium lamps to smart-controlled LEDs, Fluvius can implement “trimming” and dimming schedules, lowering light levels during low-traffic hours rather than wasting energy on empty roads.
  • Remote management: With the security and scalability measures achieved through the Flashnet-Itron partnership, Belgium’s lighting infrastructure is now managed remotely. This drastically reduces operational costs, as maintenance crews are only dispatched when the system confirms a fault, rather than for routine scouting patrols.
